Funding Availability – Co-operation Approach and Agreements Between Canada and Provinces

The Impact Assessment Agency of Canada (IAAC) is now accepting funding applications to support participation in the upcoming comment period on the Government of Canada’s proposed approach to working with provinces on the assessment of major projects, with the goal of "one project, one review," under co-operation agreements with individual provinces.

This funding will help eligible individuals and groups review both the proposed approach to working with provinces as well as the individual draft co-operation agreements with provinces as they become available.

Background

In the 2025 Speech from the Throne, the Government of Canada committed to striking co-operation agreements with every interested province within six months to realize its goal of "one project, one review." Canada’s First Ministers subsequently agreed to work toward efficiently and effectively implementing "one project, one review" with the goal of a single assessment for all projects, in a manner that respects federal, provincial, and territorial jurisdiction, enhancing co-ordination activities on permitting and eliminating duplication.

To that end, IAAC will be inviting comments on:

  • 1) Co-operation approach: this paper outlines the Government of Canada’s proposed approach to working with provinces to achieve "one project, one review" with the goal of a single assessment for all major projects, in a manner that respects federal and provincial jurisdiction and Indigenous rights, while eliminating duplication.
  • 2) Co-operation agreements with provinces: Each draft co-operation agreement will outline how the federal and provincial governments will work together to assess proposed major projects that require an assessment by both levels of governments. These agreements will formalize commitments of both levels of government to implement an efficient and effective assessment process that minimizes duplication and respects jurisdiction. These agreements will leverage the full suite of collaboration tools and flexibilities available in the Impact Assessment Act.

Eligible Indigenous organizations, communities and individuals, not-for-profit organizations, and members of the public may apply.

  • Participating in meetings

Submitting a single funding application will be applied to all upcoming comment periods related to this initiative.

IAAC will retroactively reimburse eligible participants for their participation costs in the first comment periods.
