What do we buy
Public Services and Procurement Canada seeks to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), excluding areas subject to comprehensive land claims agreements (CLCAs).
This procurement tool is used to purchase electronic key management cabinets for:
- cabinets capable of holding 10 to 19 keys, 20 to 29 keys and 30 to 40 keys
- integration with advanced key management software for tracking and controlling access
- built-in security features for physical and digital key control
Installation, and software support are included.
How do we buy
- Standing offers (SO) are used to procure cabinets, operating software
- Suppliers are typically cabinet manufacturers with a network of Canadian distribution points
- Suppliers compete by offering firm unit prices, with the SO awarded to the lowest compliant proposal
- The period of the SO is 3 years with an option to extend the offer by 2 additional periods of 1 year
Socio-economic aspects
2 bid solicitations are issued for this requirement. 1 is open to all suppliers and the other is a set-aside for Indigenous businesses.
Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the SO. Canada benefits from having quick access to electronic key management systems as well as being able to use an efficient procurement method to fulfill their requirements. This procurement process leverages competitive bidding to establish a single SO with a qualified supplier.
