National Master Standing Offer (NMSO)

What do we buy

Public Services and Procurement Canada seeks to establish a NMSO for the supply of telecommunication infrastructure equipment to support the operational requirements of the Royal Canadian Mounted Police and other Government of Canada departments and agencies as well as organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).

The NMSO is a sole-source procurement with Daniels Electronics Ltd, operating as Codan Radio Communications as the sole offeror.

This procurement tool is used for the purchase of Codan-Zetron radio repeater systems, parts and accessories on an as-and-when required basis. This includes:

  • UHF and VHF repeater systems (MT-4 and MT-5 series)
  • duplexers
  • microphones
  • terminals
  • panels
  • breakers
  • headsets
  • amplifiers
  • masts
  • antennas
  • ground kits
  • converters
  • modules
  • servers
  • firewalls
  • transmitters
  • software licenses

How do we buy

  • This non-competitive NMSO is for a duration of 3 years, with the option to extend for 2 additional 1-year periods, for a total duration of 5 years
  • This NMSO procurement strategy was selected as Codan Radio Communications is the only known manufacturer of these repeaters. Other distributors (re-sellers) exist; however, their pricing will be higher
  • In regard to third party items listed in the price list, while it is possible to procure the hardware through other offerors, the equipment would not be tested, configured, integrated or warranted to operate with the Codan-Zetron repeaters
  • There is no alternative equivalent equipment that is compatible with the currently owned Codan-Zetron Systems Components
  • This NMSO is intended to supply equipment that is both technically and operationally fully compatible and interchangeable on a module per module basis, with existing Codan Radio Communications equipment currently in use
  • CCPI participants issuing a call-up are the contracting authority for both the call-up and the resulting contract
  • CCPI participants are to follow specific procedures and standards in order to raise call-ups under this NMSO

Socio-economic aspects

  • Best efforts will be deployed to integrate Indigenous participation in Nunavut
  • Packaging will be recyclable, reusable and/or returnable
  • Offeror uses clean technology in approximately half of the goods on the price list. These items meet the Restriction of Hazardous Substances (RoHS) guidelines that limits lead, mercury, cadmium and certain flame retardants
  • Codan P25 digital radio repeaters are engineered for exceptionally low power consumption, making them ideal for maintaining critical communications in remote or off-grid installations across any environment, terrain, elevation, or geography where uninterrupted connectivity is essential. Their design supports operation from solar rays and other renewable energy sources, minimizing infrastructure requirements while maintaining full P25 compliance
