Regional Master Standing Offer (RMSO)
What do we buy
Public Services and Procurement Canada seeks to establish a RMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
This procurement tool is used for the supply and delivery of dairy products on an as and when requested basis, in the Ontario region.
How do we buy
- Standing offers (SOs) are used to purchase dairy products
- 1 solicitation will be issued for this requirement
- Suppliers are either the manufacturer or a distributor
- Offerors can submit pricing on as many, or as few line items, as they wish for each zone that they are providing an offer for
- Offers will be evaluated on the number of lowest price line items provided and subsequently on a line item basis
- Suppliers compete by offering fixed unit pricing
- There are 6 zones, a maximum of 3 SO may be issued per zone
- Zone 1 (Southern Ontario): Postal codes starting with M, N, L0N, L4T, L4V, L4W, L4X, L4Y, L4Z, L5
- Zone 2 (Central Ontario): Postal codes starting with L0M, P2A, P0C, P0B, P0E, P1P, P1L, P1H
- Zone 3 (North Western Ontario): Postal codes starting with P0H, P1A, P0R, P05, P0M, P0N, P2N, P0K, P0J, P3, P5
- Zone 4 (North Eastern Ontario): Postal codes starting with K8A, K8B, K8H, K7V
- Zone 5 (National Capital Region): Postal codes starting with K1, K2, K4, K7A, K7C, K7G, K7H, K7S
- Zone 6 (Eastern Ontario): Postal codes starting with K7K, K7L, K7M, K7N, K7P, K7R, K8N, K8P, K8R, K8V, K0K
- The SO is valid for a period of 1 year, with an option for an additional 1 year period, that includes a 3-month re-bid period
Socio-economic aspects
Green procurement: Environmental considerations and environmentally-preferred packaging will be included in the request for standing offer and will be part of the technical evaluation criteria.
Set-aside for Indigenous businesses: Indigenous Stream is exclusively open to Indigenous-owned businesses, promoting opportunities for Indigenous suppliers across Canada.
Small and medium-sized enterprises: This opportunity is open to all bidders through an open bidding process.
Social procurement: The technical evaluation will include criteria aiming to increased participation of underrepresented suppliers.
