National Master Standing Offer (NMSO)
What do we buy
Public Services and Procurement Canada seeks to establish a NMSO to support the operational requirements of the government of Canada's departments, agencies, Crown corporations, and for organizations participating in the Canadian Collaborative Procurement Initiative (CCPI) across Canada, excluding areas subject to Comprehensive Land Claim Agreements (CLCAs).
This procurement tool is used for the supply and delivery of diesel generator sets and accessories. They range in size from 7.5 to 250 Kilowatts to be used as standby and prime power service. The NMSO also includes training services for qualified technicians such as:
- engine controllers
- transfer switches
- networking systems
- operating the generating units supplied
The NMSO does not include the following services:
- offloading
- commissioning
- set-up
How do we buy
- The request for standing offer (SO) is a competitive process
- 2 solicitations are posted on CanadaBuys for this requirement: 1 stream is open to all bidders and the other is a set-aside for Indigenous businesses in line with the Procurement Strategy for Indigenous Business (PSIB)
- The intent is to issue 2 SOs, 1 for each streams (PSIB and non-PSIB)
- The duration of the SO is for an initial period of 1 year, with the option to extend the offer by 3 additional 1 year periods
- Diesel generator sets are procured by submitting a call-up against the SO
- Federal users can issue call-ups valued at up to $400,000 (including applicable taxes). The PSPC contracting authority may, at its discretion, exceed the individual call-up limitation
- CCPI users can issue call-ups up to its financial limitation. The financial limitation must be provided by the CCPI user issuing the call-up

Set-aside for Indigenous businesses: An Indigenous Stream is open exclusively to Indigenous-owned businesses, promoting opportunities for Indigenous suppliers across Canada.

By leveraging the consolidated business volume through the use of SOs, CCPI participants benefit from having quicker access to diesel generator sets, while also achieving economies of scale and cost-efficiency.
