What do we buy

Public Services and Procurement Canada (PSPC) is to establish a SA for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).

PSPC manages a SA for the provision of executive search services to fill "Governor in Council (GIC) positions only" (regional, national, or international in scope).

GIC appointments are made to a wide range of positions, including:

  • heads and members of agencies, boards, quasi-judicial tribunals and commissions
  • CEOs, chairpersons and directors of Crown corporations
  • agents and officers of Parliament

The identified users include any government department, agency or Crown corporations listed in Schedules I, I.1, II, III, of the Financial Administration Act, R.S., 1985, c. F-11. The scope of services include:

  • tasks/technical specifications for appointment-focused processes
  • contacts and comprehensive search
  • advertising/marketing
  • screening, assessment and identification, and short-listing of candidates
  • interviews
  • reference checks
  • other tangible and related services
  • additional deliverables

In the fall of 2018, consultations will begin with clients to determine if there is enough interest in setting-up a new executive search services (non-GIC) and some additional streams for non-executive human resources search services.

How do we buy

The SA has no defined end-date and will remain valid until such time as Canada no longer considers it to be advantageous to use it. There is a perpetual tender notice on CanadaBuys and any qualified supplier that feels it can meet the mandatory and technical evaluation criteria can submit a bid for consideration.

Socio-economic aspects

The project authority is able include a detailed work plan including a description or process to identify members of employment equity designated groups, such as women, aboriginal, members of visible minorities and persons with disabilities.

Value / Savings / Considerations

Requirements are competed individually amongst the pre-qualified suppliers. Contracts are awarded to the supplier that can meet the required timelines at the lowest price.
