What do we buy

This procurement tool is intended to be used for the purchase of various configurations of flood barrier products and systems to support the operational requirements of Government of Canada departments and agencies as well as organizations participating in the Canadian Collaborative Procurement Initiative.

How do we buy

  • Currently, flood barrier products and systems are procured via independent procurement methods
  • Canada is seeking distinct solicitations for rapid deployable, non-permanent flood barrier products and systems
  • This competitive requirement will be posted to CanadaBuys for 15 to 20 calendar days
  • Offerors are either distributors or manufacturers of flood barrier products and systems
  • The standing offer (SO) has 3 groups of flood barrier products and systems and 2 categories for delivery, defined as:
    • Category A: Routine delivery within 20 calendar days from call-up
    • Category B: Emergency response delivery within five 5 calendar days of the call-up
  • Client departments may select from the groups and categories in order to meet operational requirements
  • For some groups, client departments may also select from the SO set aside for aboriginal businesses
  • Offerors shall provide a list of factory certified warranty providers (FCWP) as applicable
  • The FCWP’s are the locations for the provision of warranty repair and service if and as applicable
  • Offerors shall compete by offering prices for each of the product and system groups specified in the solicitations. Offers evaluation is on an aggregate price basis per product or system
  • Offerors shall provide firm unit prices per product or system, delivered duty paid to destination as identified in each call-up
  • The SO allows for delivery on a cost reimbursable basis
  • The responsive offer with the lowest evaluated aggregate price per product or system is recommended for issuance of a standing offer. Multiple SOs may be awarded
  • The period of the SO is for 2 years and 3, 1-year option periods
  • SO’s are issued to qualified suppliers on a national basis. It is possible for 1 supplier to qualify for all groups of flood barrier products and systems but may only qualify for 1 or more

Socio-economic aspects

2 bid solicitations are issued for this requirement. 1 is open to all suppliers and the other is a set aside for Indigenous businesses. The SO scope includes comprehensive land claim agreements (CLCA) obligations.

Value / Savings / Considerations

As a result of the business volume, economies of scale are generated by the use of the SO. Canadian Collaborative Procurement Initiative (CCPI) participants benefit from having quick access to flood barrier products and systems as well as being able to use an efficient procurement method to fulfill their requirements.
