What do we buy
Public Services and Procurement Canada (PSPC) is to establish a NISO for Environment and Climate Change Canada (ECCC) as well as organizations participating in the Canadian Collaborative Procurement Initiative (CCPI). The NISOs will be applicable to areas subject to comprehensive land claim agreements (CLCAs).
ECCC has a requirement for Hydrometric Instruments to collect environmental data, consisting of hydrometric, water quality and sediment data. This environmental data provides the information used in making decisions related to various types of water and environmental programs such as water management (i.e. reservoir operations and control, water allocation, flood forecasting and control), civil engineering applications (i.e. design of reservoirs, bridges, culverts, dams and municipal water works) and environmental management issues (i.e. those related to water quality, sediment transport, aquatic wildlife habitat and agricultural priorities and climate change research).
This procurement tool is used for the provision of Hydrometric Instruments consisting of four streams:
- Stream 1: Non-submersible Pressure Transducer
- Stream 2: Submersible Pressure Transducer
- Stream 3: Air Compressor with Water Level Sensor
- Stream 4: Shaft Encoder Water Level Sensor
How do we buy
- Up to 4 NISOs may be established. Offerors may submit offers for 1 or more standing offer (SO) streams. Canada may combine streams won by the same offeror
- Offerors will compete by offering prices for Hydrometric Instruments specified in the request for SO and will be evaluated against mandatory and point rated criteria
- Offerors will provide fixed unit pricing by geographic area (i.e., Atlantic, Quebec & Ontario, Prairies, Pacific, Territories)
- The period for the SO will be 3 years with the option to extend for up to 2 additional 1 year periods

Several socio-economic factors were considered in this request, such as green procurement, accessibility and sourcing from Indigenous businesses.
Value / Savings / Considerations
Economies of scale are generated by the use of national procurement strategies such as SOs. This results in higher discounts for the Canadian government and better value for Canadian taxpayers.
