What do we buy
This procurement tool is for the provision of commercial professional services consisting of proprietary information technology research database subscription services, advice, analysis and applied research services related to their offerings on an “as and when requested” basis. This National Master Standing Offer (NMSO) is open to any authorized representative of a government department, agency or Crown corporation listed in Schedules I, I.1, II, III, IV and V of the Financial Administration Act, R.S., 1985, c. F-11 and any other party for which the Department of Public Works and Government Services Canada (PWGSC) has been authorized to act from time to time under section 16 of the Department of Public Works and Government Services Act. Delivery of services is nationally.
How do we buy
- The standing offer (SO) is negotiated on a limited tendering basis every two years, with firm fixed pricing set out within the document.
- Client departments can issue call-ups up to $100,000. The Public Services and Procurement Canada (PSPC) SO authority must issue the call-up for amounts exceeding $100,000.
- Call-ups are considered non-competitive. Exceptional authorities were used for approval purposes on the actual SO.

Value / Savings / Considerations
- Firm fixed rates are noted for all services on the SOs.
- Standing offer price support was obtained by way of current invoices and contracts to ensure Canada was obtaining fair market value or better. A price certification was signed by the offeror and a discretionary audit clause was added to the SO.
