What do we buy

Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), including for areas covered by the Comprehensive Land Claim Agreements (CLCAs).   

This procurement tool is used for the purchase of medical supplies and equipment defined as a device which can be classified into 1 of classes I to IV by means of the classification rules set out in Schedule 1 of the Medical Devices Regulations.

This includes medical devices as defined by the World Health Organization, which refers to:

"Any instrument, apparatus, implement, machine, appliance, implant, in vitro reagent or calibrator, software, material, or other similar or related articles, intended by the manufacturer to be used, alone or in combination, for human beings for one or more of the following medical purposes:"

• diagnosing, preventing, monitoring, treating, or alleviating disease
• diagnosing, monitoring, treating, alleviating, or compensating for an injury
• investigating, replacing, modifying, or supporting anatomical structures or physiological processes
• supporting or sustaining life
• controlling conception
• disinfecting medical devices
• providing medical information through in vitro examination of specimens derived from the human body

How do we buy

• The period for the standing offer (SO) will be 5 years
• Offerors must provide a price list with fixed, all-inclusive prices
• Offerors will have an opportunity to update their price list 1 time per calendar year
• Delivery points for the goods of this SO will be to locations across Canada, including those covered by CLCAs
• Client departments will have the ability to select from the SO the products that best meets their individual requirements

Socio-economic aspects

Green procurement, small and medium-sized enterprises and accessibility will be included in the request for standing offer and will be separated into distinct streams as follows:

• Stream designated for businesses registered under the Inuit Firm Registry in Nunavut, fostering economic development and participation of these businesses in the procurement process
• Indigenous Stream is exclusively open to Indigenous-owned businesses, promoting opportunities for Indigenous suppliers across Canada
• Stream open to all qualified suppliers, promoting inclusive supplier engagement and competitive procurement

Value / Savings / Considerations

By leveraging the consolidated business volume through the use of SO, CCPI participants benefit from quicker access to medical supplies and equipment, while also achieving economies of scale and cost-efficiency.
