National Master Standing Offer (NMSO)
What do we buy
Public Services and Procurement Canada seeks to establish a NMSO to support the operational requirements of the Royal Canadian Mounted Police (RCMP), other Government of Canada departments, agencies, Crown corporations, and well as organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).
This procurement tool is used for the purchase and delivery of voice security communication system and meets the following requirements:
- Portable and mobile user equipment capable of full functionality on existing secure and non-secure communication systems, such as ASTRO Smart/Zone/OmniLink Trunked, ASTRO conventional vote scan systems and ASTRO digital voice security conventional infrastructures
- Support and expansion of existing systems employing Motorola proprietary designed signaling for ASTRO and non-ASTRO: request to talk (RTT), unit identification (UID), emergency measures radio group (EMRG), standard MDC1200, PACS-MDC1200, and 1050>Hz single tone schemes
- Fully technical and functionally compatible voice security equipment employing DES, DES-XL, DES-OFB, and AES (256bit) FIPS certified encryption standards
- This standing offer (SO) includes:
- Motorola radio cores
- dispatch systems
- consoles
- repeater / point-to-point connections
- network backhaul equipment
How do we buy
- This NMSO procurement strategy was given priority as Motorola Canada Ltd. is the only known manufacturer and distributor of ASTRO digital voice security communication capable radio equipment
- This NMSO seeks to supply equipment that is both technically and operationally fully compatible and interchangeable on a module per module basis, with existing Motorola ASTRO digital voice security communication equipment currently in use
- Call-ups over $40,000 must be authorized by the SO authority (except Department of National Defence [DND]). The SO authority is the contracting authority for all federal identified user call-ups above $40,000. DND may issue call-ups up to $100,000 (applicable taxes included); the SO authority is the contracting authority for all call-ups above that amount
- Provincial and territorial identified user that issues a call-up is the contracting authority for that call-up and resulting contract
- The NMSO is a sole source, for a duration of 3 years and 2 option years, for a total of 5 years
