National Master Standing Offer (NMSO)

What do we buy

Public Services and Procurement Canada (PSPC) seeks to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).

This procurement tool is used for the purchase of photographic equipment, supplies, parts and accessories as well as related services. The services related to the goods consist of:

• extended warranty
• operational inspection
• cleaning services
• repair services
• calibration
• software upgrade
• installation
• preventive maintenance
• training (on-site, online)
• additional maintenance

How do we buy

• Multiple standing offers (SO) will be issued based on a qualification process
• The qualification process includes both mandatory criteria and point-rated criteria where a minimum number of points will be required to be awarded an SO
• Pricing will not be part of the bid evaluation and selection process. Therefore, call-ups made against the awarded NMSOs will be considered non-competitive
• Ranking or right of first refusal mechanisms will not apply. Instead, authorized users may call-up goods from the offeror that best meets the technical merit on an item by item basis (best technical fit)
• Offerors must provide electronic price lists. These will be compiled into a master price list, enabling authorized users to identify the best available price when multiple suppliers offer the same brand or manufacturer part number for any specific product or accessory

Socio-economic aspects

Green procurement: Environmental considerations and environmentally-preferred packaging will be included in the request for standing offer and will be part of the technical evaluation criteria.

Small and medium-sized enterprises: This opportunity is open to all bidders through an open bidding process.

Social procurement:  The technical evaluation will include criteria aiming to increased participation of underrepresented suppliers.

Accessibility: The technical evaluation will include criteria with an objective to not create new technological barriers to Information and Communications Technology (ICT) accessibility.
