National Master Standing Offer (NMSO)

What do we buy

Public Services and Procurement Canada seeks to establish a NMSO for the supply of radio equipment to support the operational requirements of the Royal Canadian Mounted Police (RCMP) and other Government of Canada departments and agencies as well as organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).

The NMSO is a sole-source procurement with Public Safety and Professional Communication (PSPC) Canada Systems Inc (Harris) as the sole offeror.

This procurement tool is used for the purchase of digital voice security radio communication system equipment as well as subscriber equipment, options and accessories on an as-and-when required basis. This includes:

  • XL-200P portable and XL-200M mobile radios
  • antennas
  • batteries
  • chargers
  • microphones
  • hazardous locations (HazLocs) options (intrinsically safe)
  • headsets
  • carrying options
  • cases
  • cables
  • connectors
  • manuals
  • consoles
  • mounting kits
  • routers
  • switches
  • BeOn
  • vehicle information diagnostics for aftersales (VIDA)
  • time-division multiple access (TDMA)
  • radio options and features (TDMA etc.)

How do we buy

  • This non-competitive NMSO is for a duration of 3 years, with the option to extend for 2 additional 1-year periods, for a total duration of 5 years
  • This NMSO procurement strategy was selected as PSPC Canada Systems Inc. is the only known manufacturer and distributor of BeOn capable radio equipment
  • This NMSO is intended to supply equipment that is both technically and operationally fully compatible and interchangeable on a module per module basis, with existing PSPC Canada Systems Inc. BeOn communication equipment currently in use
  • The CCPI participant issuing a call-up is the contracting authority for both the call-up and the resulting contract
  • CCPI participants are to follow specific procedures and standards in order to raise call ups under this NMSO
