National Master Standing Offer (NMSO)
What do we buy
Public Services and Procurement Canada seeks to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI) across Canada, including Comprehensive Land Claims Agreement (CLCAs) areas.
This procurement tool is used for the purchase of inflatable and Jon boats.
How do we buy
- Small inflatable and Jon boats are procured via a call-up against the standing offer (SO)
- A request for standing offer (RFSO) will be published on Canadabuys.canada.ca for 30 to 35 calendar days
- The period of the SO is yet to be determined but could be for up to 5 years with the option to extend for several option years
- Multiple suppliers may be issued a NMSO for delivery of goods to various locations within Canada
- Offerors are to provide firm price including delivered duty paid to destination
- Offerors will compete by offering prices for 1 or both streams of boats specified in the RFSO, evaluated against mandatory criteria requirements. The 2 streams are:
- stream 1: Inflatable boat
- stream 2: Jon boat
- The responsive offers with the lowest evaluated price per category will be recommended for issuance of a SO
- It is possible for 1 offeror to qualify for both streams
Socio-economic aspects
Green procurement: Environmental considerations and environmentally-preferred packaging will be included in the request for standing offer and will be part of the technical evaluation criteria.
Set-aside for Indigenous businesses: Indigenous stream is exclusively open to Indigenous-owned businesses, promoting opportunities for Indigenous suppliers across Canada.
Small and medium-sized enterprises: This opportunity is open to all bidders through an open bidding process.
Social procurement: The technical evaluation will include criteria aiming to increased participation of underrepresented suppliers.

By leveraging the consolidated business volume through the use of SOs, CCPI participants benefit from having quick access to a wide selection of suppliers for the purchase small inflatable boats and Jon boats, while also achieving economies of scale and cost-efficiency.
