National Master Standing Offer (NMSO)

What do we buy

Public Services and Procurement Canada seeks to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), including areas covered by the Comprehensive Land Claim Agreements (CLCAs).  

This procurement tool is used for the supply and delivery of various configurations of snowmobiles.

How do we buy

  • Offerors are either distributors or manufacturers of snowmobile
  • The standing offer (SO) will have 4 groups of snowmobiles from which users may select from in order to meet their operational requirements
  • Offerors will be required to provide a list of factory certified warranty providers (FCWP) within the 150 km radius of the city centers specified in the solicitation. The FCWPs will be the location from which clients will obtain the snowmobiles and for the provision of warranty repair and service
  • Offerors will compete by offering prices for all 4 groups specified in the solicitation. Offers will be evaluated on an aggregate price basis per group, for all items of the group. Offerors will provide firm lot price per vehicle/equipment delivered duty paid (DDP) to destination within a radius of 150 km of the specified city center. The SO allows for delivery on a cost reimbursable basis outside the 150 km radius
  • The responsive offer with the lowest evaluated aggregate price per group will be recommended for issuance of a SO
  • SOs are issued to qualified suppliers on a national basis by group. It is possible for one supplier to qualify for all groups

Socio-economic aspects

2 solicitations will be issued for each requirement, 1 will be open to all offerors and the other will be set aside for Indigenous businesses.

Value / Savings / Considerations

By leveraging the consolidated business volume through the use of SOs, CCPI participants across Canada benefit from having quicker access to snowmobiles, while also achieving economies of scale and cost-efficiency.
