The grievor challenged their pay, rank and career progression following a compulsory occupational transfer (COT) on the basis that the training was delayed. As redress, the grievor sought to have their pay level increased and to be paid any associated back pay.

The Initial Authority (IA), the Director General Compensation and Benefits, found that the grievor's rate of pay, upon promotion and career progression in their new occupation, was correct. The IA concluded that the grievor was treated in accordance with the applicable policy and, as such, denied redress.

The Committee found that the grievor's rate of pay, upon promotion and career progression in the new occupation, was correctly determined in accordance with Treasury Board-approved instructions. The Committee also found that there was no provision for additional pay incentives as the grievor's delay in training was not for service reasons. 

The Committee recommended that the Final Authority not afford the grievor redress.
