The grievor complained of undue delay in processing of her Reserve Entry Scheme - Officer application.  As redress, she requested the Commanding Officer's (CO) decision.

The Initial Authority found that the unit had finally informed the grievor of the CO's decision not to support her application and, therefore, she had received redress. In response, the grievor requested Final Authority (FA) review, alleging that the negative comments of her chain of command (CoC) on her application did not match her annual assessments. As redress, she sought to have the application and associated CoC comments removed from her records.

The Committee found that there was a five-month delay prior to the CO making his decision, and a further four-month delay before the grievor was informed of this decision.  The Committee concluded that this delay was unreasonable. Further, the Committee found that the grievor's Personnel Evaluation Reports and Course Reports did not support the negative comments made by the CoC regarding the grievor's performance and potential.

The Committee concluded that the grievor was aggrieved, and recommended that the FA grant redress by removing all copies of the application and associated negative CoC comments from her records.
