What do we buy

Public Services and Procurement Canada is to establish a RMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI).

This procurement tool is used for the provision of commercial office furniture moving services on an as and when requested basis, in Ontario region.

There are many services including, but not limited to:

  • labour
  • tools
  • equipment
  • packing materials
  • transportation
  • packing
  • crating
  • disassembling/assembling system furniture
  • storage services
  • other required items to carry out the required moving services

How do we buy

  • The standing offers (SO) are used to buy moving services
  • The Ontario Region excluding the National Capital Region (NCR) is broken down into 12 geographical areas
  • Each stream is evaluated separately. For each stream, each geographical area is evaluated separately. Suppliers have to meet the mandatory criteria (including financial) and obtain the required overall pass mark for each geographical area
  • As a result, 2 SOs will be issued. 1 SO will be issued under the Procurement Strategy for Indigenous Business (PSIB) and 1 SO will be issued under a non-PSIB stream each providing services for all of the 12 geographical areas
  • Call-ups for each standing offer are made as follows: the offeror will be contacted to make arrangement for a mandatory site visit in order to familiarize themselves with the specific scope of work and the work site. The offeror will submit a "firm lot price" quote, using the firm rates on annex "b"—basis of payment. Offeror will be required to provide breakdown of the “firm lot price” with their quote. A call-up document will be issued to the offeror by the project authority to authorize the start of the work and outline the work requirements

Socio-economic aspects

2 solicitations are issued for each requirement, one will be open to all suppliers and the other is set aside for indigenous businesses.

Value / Savings / Considerations

As a result of the business volume, economies of scale are generated by the use of the SOs. Canada benefits from having quick access to a wide selection of moving services as well as being able to use an efficient procurement method to fulfill their requirements.
