For a full overview of the program, including funding streams and national context, refer to Housing, Infrastructure and Communities Canada.
2. How is the BCSF delivered?
The BCSF is delivered through three funding streams:
- Provincial and Territorial Stream
- Delivered through agreements with provinces and territories.
- Direct Delivery Stream (which includes the Local Impact Stream delivered by RDAs)
- Delivered by federal partners, including Regional Development Agencies (RDAs) such as ACOA.
- Supports community-level and regionally significant infrastructure projects.
- Community Stream
- Provides predictable, long-term funding to communities for local infrastructure priorities.
These FAQs focus on the Local Impact Stream, which is delivered by ACOA and supports community-level infrastructure projects in Atlantic Canada.

4. What is the program time frame?
The BCSF is a long-term national initiative running over 10 years (2026-27 to 2036-37).
The Local Impact Stream delivered by ACOA is time-limited and will run over 4 years, from 2026-27 to 2029-30.
5. Who delivers the program in Atlantic Canada?
In Atlantic Canada, BCSF projects are delivered under the Direct Delivery Stream by federal partners. Within this stream, the Atlantic Canada Opportunities Agency (ACOA) delivers projects through the Local Impact Stream.

Projects must primarily serve a public use or provide a broader community benefit.
10. What is meant by “public infrastructure”?

13. What does a strong project look like?
Examples of strong projects could include:
- upgrading a community centre to improve accessibility and energy efficiency
