Incrementality of CM and CI Programming

 

Figure 1 is a pie diagram showing the percentage of CM and CI clients reporting what would have occurred in the absence of program funding. Responses include full incrementality (i.e. project would not have proceeded at all), major negative impacts (e.g. problems securing other funding), reduced scope, lower quality, and delays in initiating or completing the project, minor negative impacts, and do not know or are not sure.
