Appointed advisors

We appointed a Federal Representative to oversee the Crown consultation and accommodation process to:

  • ensure this process moved forward in the right way, through meaningful consultations
  • properly address all the concerns raised in the decision of the Federal Court of Appeal

We also appointed a marine technical advisor to the National Energy Board (now the Canada Energy Regulator or CER).

The Honourable Frank Iacobucci

Former Supreme Court Justice the Honourable Frank Iacobucci oversaw the process, provided independent advice and guidance to the government on how to deliver meaningful consultations with Indigenous groups, and ensured this process moved ahead as the Court defined.

Frank Iacobucci has had a distinguished career in private practice, academia, government, and the judiciary. He was born, raised, and educated in Vancouver, British Columbia, where he received his B. Comm. and LL.B. from the University of British Columbia. He went on to receive his LL.M. and Dip. International Law from Cambridge. Mr. Iacobucci is a Companion of the Order of Canada and a member of the Queen's Counsel.

Mr. John A. Clarkson

John Clarkson has wide and varied senior management experience in industry, federal government, military, academic institutions and the Canadian marine industry. Before retirement, Mr. Clarkson was a full-time Member of the Transportation Safety Board of Canada, where he and the other members reviewed and approved for release all air, rail, marine and pipeline accident/incident investigation reports.

Mr. Clarkson also had an extensive career with Transport Canada, where he focused on customer service and delivery and consulted with the marine industry to bring about necessary regulatory and operational changes to address industry needs.

As the marine technical advisor to the CER, Mr. Clarkson provided expert advice on marine issues, including impacts to the environment and species at risk from marine traffic. His expertise fed into the CER’s Reconsideration Report, which was published on February 22, 2019.
