Competition Bureau approves Kruger as buyer of Paper Excellence’s pulp mill in Kamloops, B.C

June 1, 2022 – GATINEAU, QC – Competition Bureau
The Competition Bureau has approved Kruger Specialty Papers Holding L.P., an affiliate of Kruger Inc., as the purchaser of Paper Excellence’s pulp mill in Kamloops, British Columbia, as required by an agreement that the mill be sold as part of Paper Excellence’s acquisition of Domtar Corp.
In November 2021, the Bureau concluded that the proposed merger of Domtar and Paper Excellence would likely substantially lessen or prevent competition for the purchase of wood fibre from the Thompson/Okanagan region of British Columbia. The sale of the Kamloops Mill resolves concerns regarding possible concentration in this sector.
The Bureau has issued a position statement describing its analysis of the proposed transaction as well as a summary of its findings.
