Biographical Notes – Helen R. del Val

Backgrounder

Ms. Helen R. del Val has been a member of the Audit Committee of the Office of the Superintendent of Financial Institutions (OSFI) since 2017.

Previously, Ms. del Val was Chair of British Columbia’s Financial Institutions Commission from 2011 to 2016. She has worked exclusively in the area of regulation and administrative law for over 10 years.

Ms. del Val has served on the Canadian Radio-television and Telecommunications Commission (CRTC) as the commissioner representing the BC and Yukon regions, and taught telecommunications regulation internationally. Her other regulatory work includes chairing the Community Care and Assisted Living Appeal Board of BC. She previously served on BC’s Health Professions Review Board and Financial Services Tribunal.

Committed to community service, Ms. del Val has volunteered as a director, and then as President, of the British Columbia Council of Administrative Tribunals; as a director of the Justice Education Society of BC; and as a director for various community organizations, including Vancouver’s Chinese Cultural Centre and S.U.C.C.E.S.S.

She is an Institute-certified director (ICD.D from the ICD-Rotman Directors Education Program), an accredited mediator (Member of Mediate BC, Civil Roster), and a retired member of the Law Society of BC.

Ms. del Val holds a Bachelor of Laws and a Bachelor of Arts (Linguistics) from the University of British Columbia.
