Biographical Notes – Michèle Govier

Backgrounder

Michèle Govier recently served as Director General of the International Trade Policy Division at the Department of Finance Canada where she oversaw Canada’s import policy and trade legislation, including the Customs Tariff Act, the Special Import Measures Act, and the Canadian International Trade Tribunal Act. Her key responsibilities included providing strategic advice to senior government officials on trade policy measures, implementing such measures, and leading trade negotiations. This included providing advice on the implementation of Canada’s response to U.S. tariffs and developing tariff relief to businesses.

Ms. Govier previously held the position of Senior Director of the Trade Rules Team at the Department of Finance Canada where she led on Canada’s domestic and international trade remedies and subsidy policy.

Ms. Govier holds a Master of Arts, International Affairs, from the Norman Paterson School of International Affairs and a Bachelor of Arts, First Class Honours History and Political Science, from McGill University.
