Biographical Notes – Randolph W. Heggart
Backgrounder
Randolph W. Heggart has been a full-time Member of the Canadian International Trade Tribunal since June 18, 2018.
After beginning his career in the private sector with General Motors of Canada, Mr. Heggart joined the federal public service in the Department of Transport in 1982. In 1989, Mr. Heggart was appointed Director, Research and Analysis at the Procurement Review Board of Canada, whose mandate was later transferred to the Canadian International Trade Tribunal. He has also worked in investment trade policy at the Department of Foreign Affairs and International Trade and in research and policy at the Canada Mortgage and Housing Corporation.
In 2014, Mr. Heggart was the last Secretary of the Canadian International Trade Tribunal. During this time, he assisted in the transition of the secretariat function to the Administrative Tribunals Support Service of Canada.
Mr. Heggart holds a Bachelor of Engineering (B.Eng.), Mechanical, with High Distinction and a Master of Business Administration (MBA) from the University of Ottawa. He also has a Graduate Certificate in Forensic Accounting and Fraud Investigation.
