    <h3 id="equalization">Equalization</h3>
    <p>The  estimates of the annual entitlement of Equalization for each province are made  once and must be prepared at least three months prior to the beginning of the  fiscal year.  </p><p>
      Equalization  payments to a province are made twice a month.   They are made in 24 equal installments during the fiscal year. An installment is made the first and third  working days following the 15th of every month during the fiscal  year.  </p><p>
      The  estimate and payments processes are set out in the <em>Federal-Provincial Fiscal  Arrangements Act </em>and the regulations made under the Act.</p><p>

    <h3>Territorial Formula Financing (TFF)</h3>
    <p>The  estimates of the annual entitlement of TFF for each territory are made once and  must be prepared at least three months prior to the beginning of the fiscal  year. </p><p>
      A territory  is paid 16 per cent of the annual entitlement on the first working day in each  of the first two months of the fiscal year, and 10 per cent of the remaining  amount of the annual entitlement on the first working day of each of the  remaining ten months during the fiscal year.  </p><p>
      The  estimate and payments processes are set out in the <em>Federal-Provincial Fiscal  Arrangements Act </em>and the regulations made under the Act.</p><p>

    <h3>Canada Health Transfer  (CHT) and Canada Social Transfer (CST)</h3>
    <p>The total  CHT/CST funding and its allocation to each province and territory is made in  December prior to the payment year.  This  first allocation also determines the total envelope for CHT and CST.</p><p>
      The  provincial and territorial allocations are then revised twice based on the  latest population estimate from Statistics Canada. The second allocation is  made in October of the payment year, and a final allocation is provided six  months after the end of the payment year. </p><p>
      The April  to October payments are based on the first per capita allocation. The November  to March payments reflect the second allocation. The October payment also  include a one-time adjustment to reflect any change between the second and  third allocation in respect of the preceding fiscal year.</p>

    <p>CHT and CST  payments to a province are made twice a month.   They are made in 24 equal installments during the fiscal year.  An installment is made the first and third  working days following the 15th of every month during the fiscal  year.  </p><p>
      Each year the Minister of Health determines if there are any CHT deductions  to be made for violations of the <em>Canada Health Act</em>. Once Health Canada  informs Finance Canada of this determination, Finance Canada administers the  deductions as part of the CHT bi-monthly payments, typically in March. Similarly,  if the Minister of Health determines that a province or territory qualifies for  a reimbursement of prior year deductions, this would also be reflected in the  March payments. Should a jurisdiction receive both a deduction and a  reimbursement, Finance Canada would net the reimbursement against the  deduction.</p><p>

Equalization

The estimates of the annual entitlement of Equalization for each province are made once and must be prepared at least three months prior to the beginning of the fiscal year. 

Equalization payments to a province are made twice a month. They are made in 24 equal installments during the fiscal year. An installment is made the first and third working day following the 15th of every month during the fiscal year.  

The estimate and payments processes are set out in the Federal-Provincial Fiscal Arrangements Act and the regulations made under the Act.

Territorial Formula Financing

The estimates of the annual entitlement of Territorial Formula Financing for each territory are made once and must be prepared at least three months prior to the beginning of the fiscal year.

A territory is paid 16 per cent of the annual entitlement on the first working day in each of the first two months of the fiscal year, and 10 per cent of the remaining amount of the annual entitlement on the first working day of each of the remaining ten months during the fiscal year. 

The estimate and payments processes are set out in the Federal-Provincial Fiscal Arrangements Act and the regulations made under the Act.

Canada Health Transfer and Canada Social Transfer

The total Canada Health Transfer/Canada Social Transfer funding and its allocation to each province and territory is made in December prior to the payment year.

The provincial and territorial allocations are then revised twice based on the latest population estimate from Statistics Canada. The second allocation is made in October of the payment year, and a final allocation is provided six months after the end of the payment year. When these allocations across provinces and territories are revised, the total amount provided to all provinces and territories is not revised.

The April to October payments are based on the first per capita allocation. The November to March payments reflect the second allocation. The October payment also includes a one-time adjustment to reflect any change between the second and third allocation in respect of the preceding fiscal year.

Canada Health Transfer and Canada Social Transfer payments to a province are made twice a month. They are made in 24 equal installments during the fiscal year. An installment is made the first and third working days following the 15th of every month during the fiscal year.

Each year the Minister of Health determines if there are any Canada Health Transfer deductions to be made for violations of the Canada Health Act. Once Health Canada informs Finance Canada of this determination, Finance Canada administers the deductions as part of the Canada Health Transfer bi-monthly payments, typically in the month of March. If the Minister of Health determines that a province or territory qualifies for a reimbursement of prior year deductions, this would also be reflected in the March payments. Should a jurisdiction receive both a deduction and a reimbursement, Finance Canada would net the reimbursement against the deduction.

The allocation and payments processes are set out in the Federal-Provincial Fiscal Arrangements Act and the regulations made under the Act.
