Managers: What to do when your employee accepts a position with another department!

Managers – do you know how to properly submit a request when your employee has accepted a position with another department or federal agency? This is called a “Transfer-Out”.
You must submit a “transfer-out” request in HRSS when a term or indeterminate employee accepts a new position with another government department (outside of DND). If your employee is on Leave without pay (LWOP) and transfers to another department, you must open a case in HRSS to report the return to work. If a casual or student employee accepts a position at another government department (outside of DND) then this is considered a resignation.
Follow this process to ensure you are properly submitting your request when your employee accepts a role with another department:
- Manager receives signed Letter of Offer from the employee
- Manager submit Pay Action through the HRSS (accessible only on the National Defence network) by selecting:
- Work Type: Transfer
- Sub Work Type: Transfer-Out
- Manager should validate that there are no outstanding leave transactions for the employee in HRMS/PeopleSoft as well as no outstanding transactions for Overtime, LWOP, etc. in Phoenix.
- Employee should take a screen shot of their leave balances prior to leaving the department.
