Managers: Approving Leave for Casual Employees
September 20, 2022 - Defence Stories

Casual employees are not entitled to leave with pay. The only exception is bereavement leave for immediate family as defined in the relevant collective agreement and is subject to the terms found in Part 4 of the Appendix of the Treasury Board Directive on Terms and Conditions of Employment (4.19.2.4), which outlines the rules on leave for casual employees.
However, casual employees are entitled to leave without pay, 5 days or less (LWOP < 5 days). LWOP < 5 days is to be submitted and approved through the following systems:
- Civilian managers: Employees submit their request and managers approve through Phoenix Self-Service
- Military managers or/ employees with no access to CWA: Employees submit a signed GC178 (accessible only on the National Defence network) form from the Defence Forms Catalogue (accessible only on the National Defence network) through the Human Resource Services and Support (HRSS) (accessible only on the National Defence network).
Note - Any casuals requesting LWOP using the paper form (GC 178) must use code 999
Make sure all leave requests are reviewed carefully before approving.
