Joint Training Management and Development at CJWC

Since 2014, the Canadian Joint Operations Command (CJOC) has been developing and delivering joint specialty individual training through the Canadian Joint Warfare Centre (CJWC), initially with Military Personnel Generation (MILPERSGEN) as the Training Authority (TA). As the size and scope of the training portfolio grew, it was jointly assessed that CJOC would be better positioned to perform these functions independently.
To that end, in Feb 2020, Commander CJOC was appointed the Designated Training Authority (DTA) for joint operations individual training, particularly in the areas of Joint Lessons Learned, Joint Modelling and Simulation, Joint Targeting, and Joint Intelligence, Surveillance & Reconnaissance (JISR). Most of the DTA responsibilities were subsequently delegated to the Commanding Officer of CJWC, which are executed by the Training Management and Development (TMD) Branch.
TMD works in close partnership with the joint Functional Centers of Expertise for assessing performance deficiencies and defining training requirements, developing and managing course control documents, maintaining the relevance and accuracy of training, and validating the training to assess its effect. The branch also establishes standardized processes and procedures to ensure courses are delivered consistently across time and space, and work with multiple partners to advance individual training topics at the institutional level.
CJOC’s joint individual training supplements the institutional, environmental, and occupation-specific training, to prepare members to occupy specific joint roles. These training activities enable the generation and employment of a more capable and integrated joint force that will be better able to achieve operational effects across the full spectrum of conflict.
Recent successes within the TMD branch at CJWC include: Assessing the professional development requirements for Information Operations (accessible only on the National Defence network) and Joint Targeting (accessible only on the National Defence network), establishing partnerships with the Canadian Army and Canadian Forces Intelligence Command for delivery of Joint Targeting training, and reinvigorating the pan-CAF Modelling and Simulation training portfolio.
