Regional Liaison Officer course confirms JTFC’s ability to effectively communicate with civilian first responders during domestic operations

Members of Joint Task Force Central (JTFC) participated in Regional Liaison Officer training at Denison Armoury in Toronto, Ontario from May 8 to 11, 2023 to practice and enhance domestic operations communications with civilian emergency operations centers.
The Regional Liaison Officer (RLO) training is conducted by JTFC to train candidates between the rank of Sergeant and Lieutenant-Colonel. The four-and-a-half-day course consisted of four days of in person teaching and a half-day online training. It provided RLOs with a common understanding of domestic operations in Ontario. It also showcased the ways and means that JTFC may respond to a domestic crisis, and the roles and responsibilities of RLOs during domestic operations.
The primary role of RLOs is to liaise with municipal emergency operations personnel. They establish communication channels and maintain ongoing coordination with local government officials, emergency management teams, and other relevant stakeholders. By working closely with these entities, RLOs build relationships and networks, becoming trusted partners in community emergency operations centres.
This collaboration ensures a cohesive response to crises, with timely and tailored support. RLOs enhance situational awareness, facilitate joint decision-making, and strengthen resilience. Their completion of the training marks the beginning of their invaluable contribution to the people of Ontario.
In addition to municipal liaison, RLOs collaborate with Emergency Management Ontario (EMO) Field Officers. These officers are responsible for coordinating emergency management efforts at the provincial level. By working with EMO Field Officers, RLOs ensure effective integration and coordination between military assets and the broader emergency management structure.
Captain Shaw, a member of JTFC, highlighted the significance of Regional Liaison Officers (RLOs) in bridging the military-civilian divide and strengthening emergency response efforts.
"Regional Liaison Officers (RLOs) embody effective collaboration between the military and civilian sectors. They serve as the eyes and ears for the JTFC Commander during domestic operations, fostering coordination and communication." Captain Shaw went on to add that, "the successful week-long training empowered RLOs with knowledge and skills to navigate Ontario's emergency management landscape."
When a request for federal assistance is made by civilian authorities, RLOs can be deployed as part of the military's response efforts. They may be assigned to specific regions or areas to provide on-the-ground support, coordination, and liaison functions. RLOs serve as a military point of contact for local authorities, helping to facilitate communication and ensure a cohesive response.
In summary, RLOs serve as the vital link between the military and civilian sectors during domestic operations. Their responsibilities encompass liaising with municipal emergency operations personnel, collaborating with EMO Field Officers, undergoing training in case of domestic operations, and providing support during military responses to requests for federal assistance. Through their dedication and expertise, RLOs strengthen the coordination, communication, and overall effectiveness of emergency management efforts in Ontario.
