Highlights of federal infrastructure investments for 5th Canadian Division Support Base Gagetown

Backgrounder

June 27, 2016 – Gagetown, N.B. – National Defence / Canadian Armed Forces

The Government of Canada is committed to ensuring that Canadian Armed Forces (CAF) personnel and their families have the support they need, including safe and modern facilities in which to live, work and train. As announced in the 2016 Federal Budget, the Department of National Defence will invest an additional $200 million over two years in infrastructure projects at Canadian Forces bases and other defence properties across Canada.

The Department of National Defence will invest in the repair of airfields, hangars, live-fire ranges, jetties, armouries and military housing across Canada as well as in improvements to Northern infrastructure.

These infrastructure projects will provide economic opportunities for local communities, creating new jobs and opportunities for businesses across the country. The improvements will also provide the CAF with the facilities they need to train and operate successfully, well into the future.

New explosive ordnance training facilities

The Explosive Ordnance Disposal Squadron and the Expedient Route Opening Capability Section at the Canadian Forces School of Military Engineering located at 5th Canadian Division Support Base (5 CDSB) Gagetown do not currently have sufficient space to conduct critical training. Suitable infrastructure for training will increase the quality of training, which is crucial for supporting operations.

To adequately lodge both of these units at 5 CDSB Gagetown, the Route Opening Section will be co-located within the existing Lauvina Wood heavy equipment training facility. The existing buildings will be renovated to accommodate the section, with additional parking and storage facilities to be built within an existing compound. A 1.5 km secondary road will also be constructed south of the Lauvina site to conduct field exercises.

For the Ordnance Disposal Squadron, new facilities will be constructed at an undeveloped site in the range and training area of 5 CDSB Gagetown. This involves constructing a new purpose-built facility, with four 200m impasse roads to be constructed for field exercises.

The new explosive ordnance disposal facilities will conform to the Leadership in Energy and Environmental Design (LEED) silver level, and integrate green building concepts and sustainability into planning, investment analysis, and programming activities for operations.

In May 2016, Defence Construction Canada awarded a contract in the amount of $22.5 million to Maxim Construction Inc., of Dartmouth, N.S., to carry out the construction. Other costs, including renovations, relocation services, furniture and equipment, and security, bring the project total to $36 million. Work on the project will begin this summer and is expected to be complete by November 2017.

Budget 2016 Investments

As part of the $200 million, the Government will invest $2.3 million at 5 CDSB Gagetown to improve critical CAF infrastructure. The following two projects to repair and upgrade infrastructure will be completed by fall 2016:

1. Training area upgrades

A culvert located on a vital access road for training activities was damaged by a washout last fall. Temporary bridges were installed, but a permanent solution is required to avoid negative impacts on training. The project, valued at $750,000, will repair and upgrade the crossing location.

2. Airfield upgrades

The airfield lighting and storm water collection system will be upgraded to meet Royal Canadian Air Force standards. The airfield asphalt will also be replaced and new line and symbol markings will be painted. The overall project is valued at $1.5 million.
