Sexual assault, forcible confinement and harassing communication charges laid against military member in Toronto, ON.

February 14, 2020 – Ottawa – National Defence/Canadian Armed Forces

Yesterday, the Canadian Forces National Investigation Service (CFNIS) charged a member of the Canadian Armed Forces (CAF) with sexual assault and related offences, under the Criminal Code of Canada (CCC) and under the National Defence Act (NDA). The charges are in response to a number of incidents which allegedly took place between December 2014 and July 2015 at or near Dartmouth and Halifax, NS while member accused was serving with Trinity - Military Operations Support and Intelligence Centre.

Master Corporal Anthony Chand, a Regular Force Imagery Technician currently with the Canadian Forces College (CFC) faces the following charges:

  • One (1) count of Sexual Assault, under section 130 of the NDA, pursuant to section 271 of the CCC;
  • One (1) count Sexual Assault causing bodily harm, under section 130 of the NDA, pursuant to section 272 (1) c) of the CCC;
  • One (1) count of Forcible confinement, under section 130 of the NDA, pursuant to section 279 (2) of the CCC;
  • One (1) count of Harassing communications, under section 130 of the NDA, pursuant to section 372 (3) of the CCC; and
  • One (1) count of Conduct to the Prejudice of Good Order and Discipline, contrary to section 129 of the NDA.

On June 19, 2019, the CFNIS initiated an investigation following a complaint by a victim into allegations of a criminal nature allegedly to have occurred over a period of approximately six months in Nova Scotia. The victim was a military member at the time of incidents.

The matter is now proceeding in accordance with the military justice system for a possible court martial at a date and location to be determined.
