Change to the Royal Canadian Sea Cadet Phase Program - Sailing

  1. Dinghy sailing is the mainstay of the sea cadet on-water training. However, the requirement to obtain the Sail Canada CANSail Level 1 (CANSail 1) qualification for completion of Performance Objective (PO) X24 and ultimately promotion to Petty Officer 1st Class has proven difficult to sustain and for a large number of sea cadets to achieve. To provide a fun, challenging, sustainable, and achievable sailing program that encourages safe on-water practices, commencing 1 Sept 18, the requirement for CANSail 1 for new cadets and those currently enrolled in the RCSC program has been removed.

  2. Sea cadets are to be encouraged to achieve the highest sailing qualification they can during their sail / nautical training weekends. As such, Cadet Nautical Sites (CNS) will continue to plan and maintain delivery of sailing up to CANSail 1, as is the current practice. CNS staffing requirements will be maintained to allow cadets to achieve CANSail 1 and equipment will be supported IAW the Watercraft Rationalization Plan.

  3. Sea cadets will continue to be required to attend a minimum of one sailing and one nautical training weekend every training year.

  4. The amended PO X24 is located on the CCO Extranet under the Cadet Training Tab / Sea Cadets / Phases 1–4.

  5. This program change does not affect the CTC sailing courses. Policies, documentation, and Fortress will be updated to reflect these changes.
