Q1: Why is this policy being updated?
A1: Upon review of the current policies, it was determined that CATO 13-23, Drugs and Alcohol Policy, was out of date and needed to be updated due to the potential risk implications. The main efforts of the CJCR Gp includes ensuring the safety and well-being of all cadets and members.

Q2: Does this mean cadets cannot attend mess dinners or banquets?
A2: Cadets may continue to attend mess dinners or banquets when there is no alcohol or recreational drugs being served.

Q3: This has never been an issue before, why is it now?
A3: As Canadian society has evolved, so must the CJCR Gp and our policies. Cadets and their parents/guardians have placed higher expectations on the adults within the CJCR Gp to ensure the safety and well-being of the cadets. Activities that may have been acceptable in past, now place an unacceptable level of risk on the safety and well-being of cadets.

Q4: How will this impact fundraising?
A4: CJCR Gp O 9010-3, Cadet Support to Charities and Fundraising precludes cadets from participating in fundraising and charity events where alcohol is being served. CANCDTGEN 005/23, Amendment to CATO 13-23, Drug and Alcohol Policy, and CJCR Gp O 9010-3, Cadet Support to Charities and Fundraising do not preclude parents/guardians, CAF members, civilian instructors, or volunteers from supporting such events.

Q5: Does this mean we can’t bring our cadets to a restaurant or public events where alcohol is served?
A5: No, cadets may continue to attend a restaurant or public event, such as a sporting event, where alcohol is served. However, the group should be seated in the non-bar area if possible, and all cadets and adults attending will not consume alcohol or recreational drugs. The hosts and/or servers must be made aware that cadets and staff are not permitted to consume alcohol.

Q6: My cadet corps/squadron parades at the local Royal Canadian Legion, can we continue to parade there since there is alcohol in the building?
A6: Yes, you may continue to parade at a location/facility that serves alcohol as long as the alcohol is not being served in the immediate vicinity of the cadets. Cadet corps/squadrons that use facilities that also serve alcohol will have mitigation strategies in place which will ensure the cadets are separated from any activity involving alcohol or individuals who may be impaired.

Q7: Does this mean there will be no adult messes at the Cadet Training Centres this summer?
A7: No, each Cadet Training Centre will have mitigation strategies in place which will ensure the cadets are separated from any activity involving alcohol or individuals who may be impaired.
