Fisheries violations in Newfoundland and Labrador net significant penalties

June 2, 2016 - St. John's, Newfoundland and Labrador

The first quarter of 2016 saw over $83,000 in fines for fisheries violations in Newfoundland and Labrador, along with prohibitions, forfeitures, and jail time.

Some significant penalties include the following:

Recreational salmon and trout

Kevin Lavhey Sr. of Terrenceville was sentenced to 90 days in custody for attempting to jig fish. He was also placed on probation for 12 months and prohibited from fishing any waters for five years. 

Bradley Banks and Josh Lockyer of Hampden were each charged $3000.00 following convictions related to salmon and trout angling. Both are prohibited from holding fishing licences for three years and are not permitted on or near inland waters during this period.

Recreational groundfish

Bruce Fudge of Valleypond was fined $1000.00 for exceeding the bag limit in the recreational groundfish fishery. He was also prohibited from recreational cod fishing for 1 year.

Edwin K. Noonan of Mount Pearl was fined $1000.00 for exceeding the bag limit in the recreational groundfish fishery. He was also prohibited from recreational cod fishing for 1 year.

Shrimp

Morris Anstey of Summerford was fined $20,000 and forfeited 4000 pounds of shrimp valued at $7363.20. Mr. Anstey was convicted of illegally fishing for shrimp in the Funk Island Deep closed fishing area and failing to fully and accurately complete daily fishing logs. Additionally, Mr. Anstey is not permitted to transfer his licence until these fines are paid in full. For the next 5 years, a VMS unit must report every 15 minutes in any vessel that Mr. Anstey owns or operates.

Byron Oxford of Springdale was fined $6897.10 for fishing shrimp in the Funk Island Deep closed area.  

Snow crab

Kenneth Phillips of Bonavista was fined $9066.04 for possession of undersized snow crab. 

Joseph Sullivan of Harbour Grace was fined $4335.00 for retrieving crab gear from more than one fishing area in the same trip without an At Sea Observer on board.

Lobster

David W. Lear of Port de Grave was fined $2000.00 for being found in possession of lobsters less than the allowable size of 82.5 mm.

Paul Harris of Grand Bank was fined $2000.00 for retaining v-notched female lobsters.

Greenland halibut (turbot)

Lyndon Small of Baie Verte was fined $6700.00 for exceeding the trip limit in the Greenland halibut (turbot) fishery.

Cod

Ernest King of Goose Cove, Trinity Bay was fined $3000.00 for providing false information in the stewardship cod fishery.

Herbert Cooper of Old Perlican was fined $2000.00 for failing to fully and accurately complete the DFO fishing logbook. He also forfeited $469.66 worth of Atlantic cod caught in the stewardship cod fishery.

Capelin

Richard Gillett of Twillingate was fined $4000.00 for violations related to the capelin fishery
