Backgrounder
Joanne Minns (BA Hons [Psychology], University of Ottawa, 1994; MA [Psychology], Carleton University, 2001) worked at the Privy Council Office and other federal government departments on a range of policy and programming files before joining the Department of Foreign Affairs and International Trade in 2008. Her roles at Headquarters have included director of strategy and coordination in the Peace and Stabilization Operations Bureau; departmental lead on special immigration measures for Afghans; and deputy director of North America policy and relations, a role in which she coordinated trilateral engagement, including for the North American Leaders’ Summit. Overseas, she has served as political counsellor in Nairobi and Islamabad.
