Backgrounder
Robert Sinclair (BA [English], McGill University, 1986; BEd [Physical Education], McGill University, 1989; LLB, Dalhousie University, 1995) joined the Department of Foreign Affairs and International Trade in 1995. At Headquarters, he has worked in threat assessment and intelligence services, South Asia relations and international human rights, as well as in the Legal Bureau. From 2019 to 2021, he served in the Mission of Canada to the European Union as deputy head of mission and permanent observer to the Council of Europe. In 2023, he established the Office of the Well-being Ombud and Inspector General after having served as inspector general since 2021. His assignments overseas have included Brussels, Dublin, London, Washington, D.C., and Moscow. Most recently, he was senior Arctic official and director general, Arctic, Eurasian and European affairs.
