Backgrounder

Emmanuelle Lamoureux (BA [Communications], University of Quebec in Montréal, 1998; MA [International Affairs], Carleton University, 2000) joined the Department of Foreign Affairs and International Trade in 2002. At Headquarters, she served as director responsible for relations with Gulf states (2015 to 2017) and, later, as executive director for bilateral relations with Europe and EU institutions (2021 to 2022). She was seconded to Health Canada from 2022 to 2024, where she was director general for health care strategies. Overseas, she was posted to the Embassy to France (2006 to 2009) and was ambassador to Lebanon (2017 to 2020). Most recently, she was director general of the Strategy Bureau.
