Biographical note - Announcement of new diplomatic appointment

Joël Dupuis (MA [Public Administration], University of Ottawa; Hons BCom [Management], University of Ottawa) has nearly two decades of experience in public policy and government operations. He has also held leadership roles in civil society that encouraged leadership development and civic engagement among French-speaking youth in minority-language communities. Joël began his career in 2006 at the House of Commons and has since held many roles across the federal government, including at the Privy Council Office, Canadian Heritage, Environment and Climate Change Canada and Shared Services Canada. From 2018 to 2022, he led the development of landmark human rights policy reforms and ensured the launch of Canada’s first Federal 2SLGBTQI+ Action Plan. From 2022 to 2025, he served as chief of staff to the deputy minister of Canadian Heritage, as well as chief of staff to the clerk of the Privy Council. Most recently, he served as executive adviser (director) to the prime minister’s personal representative to the European Union. In this position, he played a central role in advancing the implementation of the new EU-Canada strategic partnership for the future.
