Biographical notes

Angad Singh Dhillon most recently served as Director of Operations and Stakeholder Relations in the Office of the Prime Minister of Canada. As one of Prime Minister Mark Carney’s closest advisers, he supported the Prime Minister in re-engaging Canada’s diplomatic relationships with key bilateral partners, including India and China, by helping restore high-level channels of communication and cooperation. He also led stakeholder coordination to secure incoming investment commitments into Canada, including the development and planning of Canada’s inaugural national Investment Summit. He also previously served as Chief of Staff to two federal Cabinet ministers in the small business and transport portfolios. In these roles, he supported Canada’s engagements at the G7, G20, UN General Assembly, Asia-Pacific Economic Cooperation, International Transport Forum and Conference of the Parties.

Carmen Sorger (BA Hons [Journalism], Carleton University, 1989; MA [Comparative and International Politics], McGill University, 1996) joined the Department of Foreign Affairs and International Trade in 1997 in the Global Issues Branch, where she worked on peacebuilding and human security, with a focus on children and armed conflict, and women, peace and security. Ms. Sorger has served as senior policy officer in the Stabilization and Reconstruction Task Force; deputy director of the Middle East Relations Division; and director of the International Assistance Relations Division, where she worked on the development track during Canada’s G7 Presidency in 2018 and served as Canada’s representative to the G20 Development Working Group. Ms. Sorger has held the position of director of the Caribbean Engagement Division and most recently served as Canada’s ambassador to Uruguay.
