The communications function

The Policy on Communications and Federal Identity states that communications are central to the Government of Canada’s work and management. Open and proactive communications ensure that the public receives government information. It also ensures that the public’s views and concerns are considered in the planning, management, and evaluation of policies, programs, services, and initiatives.

Guidance and requirements that inform communications activities

The work environment of communications professionals in the Government of Canada is fast-paced and constantly changing. Being a good communicator means knowing how to research, plan, write, adapt, create, and collaborate with and persuade others. We develop these skills through instructor-led learning, on-the-job experience, exposure to news and opinions, and engaging directly with others in our day-to-day work.

We believe a culture of continuous learning is essential. CCO mandate

Our mandate is to provide tools and mechanisms to:

  • support recruitment and retention efforts by managers
  • enhance learning and career development opportunities for communicators
  • support the use of new technology and new media
  • strengthen the community through sharing information and networking
  • advocate the value of the communications function in advancing Government of Canada priorities

We work closely with departments, central agencies, communities of practice, functional communities, as well as public and private sector partners at home and abroad to fulfill our mandate.

We also stay on top of the latest trends and best practices, which we share with the community, through learning events, our newsletter, and in online collaborative spaces.

CCO governance

The CCO is governed by a Steering Committee, composed of directors, directors general (DGs) and assistant deputy ministers (ADMs) of Communications, who provide direction and helps us set priorities. Members come from large, medium-sized and small organizations, with at least one representative from the regions.
