Release of the Final Screening Assessment Report

On November 28, 2009, a notice of final decision with respect to the final screening assessment report on phenol, 2-methyl-4,6-dinitro-, also known as 4,6-dinitro-o-cresol (DNOC), was published in the Canada Gazette, Part I. Based on consideration of the effects of DNOC and the exposure in Canada, the final assessment concludes that DNOC does not enter the environment in a quantity or concentration or under conditions that a) have or may have an immediate or long-term harmful effect on the environment or its biological diversity, b) constitute or may constitute a danger to the environment on which life depends, or c) constitute or may constitute a danger to human life or health. Therefore, DNOC does not meet any of the criteria set out in section 64 of the Canadian Environmental Protection Act, 1999. The Ministers of the Environment and of Health therefore intend to take no further action on DNOC under the Act at this time.

Background

The draft screening assessment was released on June 23, 2007, for a 60-day public comment period. The public comments received were considered and addressed within the final report, and responses to the comments received are provided in the following table.
