Introduction to the Departmental Sustainable Development Strategy
The 2022 to 2026 Federal Sustainable Development Strategy (FSDS) presents the Government of Canada's sustainable development goals and targets, as required by the Federal Sustainable Development Act. This is the first FSDS to be framed using the 17 Sustainable Development Goals (SDGs) of the United Nations 2030 Agenda and provides a balanced view of the environmental, social and economic dimensions of sustainable development.
In keeping with the purpose of the Act, to make decision-making related to sustainable development more transparent and accountable to Parliament, the National Battlefields Commission (NBC) supports the goals laid out in the FSDS through the activities described in this Departmental Sustainable Development Strategy (DSDS).
The Federal Sustainable Development Act also sets out 7 principles that must be considered in the development of the FSDS as well as DSDSs. These basic principles have been considered and incorporated in the National Battlefields Commission's DSDS.
In order to promote coordinated action on sustainable development across the Government of Canada, this departmental strategy integrates efforts to advance Canada's implementation of the 2030 Agenda National Strategy, supported by the Global Indicator Framework (GIF) and Canadian Indicator Framework (CIF) targets and indicators. The strategy also now captures SDG initiatives that fall outside the scope of the FSDS to inform the development of the Canada's Annual Report on the 2030 Agenda and the SDGs.
National Battlefields Commission's Sustainable Development Vision
In 2010, the NBC drew up its Sustainable Development Policy, in which it states its desire to align itself with the very heart of its mission to rehabilitate and conserve sites with a view to sustainability, and refers to the following: "[T]he NBC territory is one of the most important historic sites in Canada. Commonly referred to as "The Plains of Abraham", this site forms the largest urban park in Quebec City and ranks among the world's most prestigious parks. The NBC reconciles the park's historical importance with its role as an urban park. It preserves this heritage for future generations, showcases it so that the public can benefit fully from its riches, and introduces Canadians to the great facts of Canadian history that relate to it"11 Mission Statement, Performance Report, March 2010 (as cited in The National Battlefields Commission Sustainable Development Policy, 2010)..
More recently, through its 2022-2025 strategic plan, the NBC has embarked on a process to place sustainable development at the heart of its actions. To do this, the NBC will involve all members of its staff through information, training and by soliciting their participation in order to make them agents of change in sustainable development. In addition, the NBC wishes to become a living laboratory for sustainable development at the service of the community. Finally, the NBC aims to adopt best environmental practices and standards. This will be achieved in particular by promoting the NBC's achievements and expertise, by implementing at least one innovative project that respects the principles of sustainable development, by establishing partnerships with scientific research bodies and by involving the community in sustainable development initiatives.
Listening to Canadians
As required by the Federal Sustainable Development Act, the National Battlefields Commission has taken into account comments on the draft 2022-2026 FSDS made during the public consultation held from March 11 to July 9, 2022. During the public consultation, more than 700 comments were received from a broad range of stakeholders, including governments, Indigenous organizations, non-governmental organizations, academics, businesses, and individual Canadians in different age groups and of various backgrounds. The draft FSDS was also shared with the appropriate committee of each House of Parliament, the Commissioner of the Environment and Sustainable Development, and the Sustainable Development Advisory Council for their review and comment.
What We Heard
Across the submissions received, the National Battlefields Commission identified sustainable development priorities and issues that affect us. Examples of key priorities identified during the public consultations and which are in line with the NBC's mandate and strategic plan include reconciliation and respect for Aboriginal rights and autonomy. In this regard, the NBC is actively involved in the reconciliation process. One of the suggestions for improvement identified during the public consultations that particularly concerns the NBC is the desire to put people and communities at the heart of sustainable development by emphasizing initiatives "in the field", i.e. at the level of organizations such as the NBC, which lead to progress in this area.
What We Did
The National Battlefields Commission took the above-mentioned key priorities and issues into consideration in this DSDS.

GOAL 10: ADVANCE RECONCILIATION WITH INDIGENOUS PEOPLES AND TAKE ACTION ON INEQUALITYS
FSDS Context:
The NBC is actively involved in the reconciliation process. It wishes to continue to make space for Aboriginal communities in its organization, activities and actions. Similarly, it aims to become a significant actor in the recognition of the history of Aboriginal communities, which are part of the organization's heritage. Finally, the NBC intends to continue raising awareness and informing its teams, visitors and partners about the place of Aboriginal communities in its heritage.
For example, the NBC integrates Aboriginal artists into its cultural programming at the Edwin-Bélanger Bandstand, and provides its staff with training from Tourisme autochtone Québec to help them better understand the approach to designations and raise awareness of Aboriginal realities. In addition, the NBC continues to present an inclusive cultural and historical offering, notably by highlighting the role of Aboriginal peoples in Canada in its activities, enhancement projects and publications on history, in order to promote the equality of peoples (eg. integration of the aboriginal warrior Atiatonharongwen in a historical activity, explanations of the Abenaki reality in 1759 by anthropologist, lecturer and storyteller Nicole O'Bomsawin and a demonstration of the Abenaki nation's diet (with tasting of aboriginal cuisine) at the time of the siege of Quebec, by chef Lysanne O'Bomsawin during the 2022 historical days).
Also, in 2022-2023, the NBC has set up two new partnerships with Aboriginal communities. The first is with Tourisme Autochtone Québec and the second is with the Huron-Wendat Museum. Finally, to mark the National Day of Truth and Reconciliation in 2023, the NBC hosted an activity of the Musée ambulant, inaugurating the work "Échos/de awehskwahk", which provided an opportunity for encounters through art. The collaborative work of artists Andrée Levesque Sioui and Jeffrey Poirier, focusing on the dialogue between aboriginal and non-aboriginal peoples, was highlighted, as was the work of Wendat artist Ludovic Boney.

GOAL 12: REDUCE WASTE AND TRANSITION TO ZERO-EMISSION VEHICLES
FSDS Context:
The NBC continues to place sustainable development at the heart of its actions. For example, the NBC encourages the purchase of hybrid and electric vehicles and has 28 such vehicles among its 50 vehicles. In addition, the NBC has taken steps to acquire and install electric charging stations.
The NBC's efforts are reflected in its objective of adopting best environmental practices and standards.
In addition, the NBC takes into account the programs of the Green Government Strategy when making future purchases, so as to integrate these programs into its procurement practices and processes. Similarly, the NBC continues to analyze practices in the museum sector and to establish a plan to follow. To promote its achievements and expertise in ecodesign, the NBC took part in the Société des musées du Québec convention. In the build-up to an exhibition, the museum management team asks what materials can be reused and how they can be disposed of in an eco-responsible manner.
Another type of initiative aimed at reducing the use of vehicles is for NBC security officers to patrol by bike, on foot and in golf carts when the weather allows. These alternative modes of patrol reduce the use of vehicles that emit greenhouse gases.
In addition, to improve the energy use and efficiency of its buildings and operations, the NBC is taking three main measures. The first is to recover rainwater for use on the park. The second is to reduce water consumption with lowflow taps and toilets. The third is the conversion of LED street lamps on the NBC territory, which is now complete.

GOAL 13: TAKE ACTION ON CLIMATE CHANGE AND ITS IMPACTS
FSDS Context:
The fight against climate change is one of the values and principles guiding Canadian Heritage organizations, including the NBC. The NBC wants to place sustainable development at the heart of its actions (a pillar of its strategic plan). To date, the NBC has been involved in meetings of directors general for the Federal Sustainable Development Strategy.
The NBC's commitment to informing, training and involving all employees as agents of change in this area is in line with Objective 13. The same is true of its desire to become a living laboratory of sustainable development at the service of the community.
One example of the measures taken by the NBC is its participation in the "May without a lawnmower" initiative, which consists of avoiding mowing the lawn during this month in order to encourage insect pollination. In addition, the NBC intends to continue informing, training and involving all employees as agents of change in sustainable development.

Integrating Sustainable Development
The NBC plans to further integrate sustainable development into its internal policies, notably by revising its Sustainable Development Policy, but also by adopting an integrated approach in this area to ensure that all its services include this dimension in areas where it is possible. Similarly, the NBC will continue to adopt operational processes that incorporate sustainable development.
The National Battlefields Commission will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its SEA process. An SEA for a policy, plan or program proposal includes an analysis of the impacts of the given proposal on the environment, including on relevant FSDS goals and targets.
Public statements on the results of the National Battlefields Commission's assessments will be made public when an initiative has undergone a detailed SEA (see here). The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision making.
