Federal Government Working to Make Victoria Harbour Cleaner

VICTORIA, B.C. — David Anderson , Minister of the Environment and MP (Victoria), on behalf of Transport Minister David Collenette, today officially announced that all vessels and floathomes are prohibited from discharging raw sewage into Victoria Harbour. The new rules came into effect April 1, 2003, under the Canada Marine Act.
Transport Canada, as part of its overall Victoria Harbour Management Plan, is improving the environmental condition of Victoria Harbour and cleaning it up in a manner that's sensitive to community needs.
"The banning of sewage discharge from all vessels will ensure that all users of the harbour are treated equitably," said Mr. Anderson. "Victoria Harbour is an important recreation, transportation and business area enjoyed by many. The banning of sewage discharge from vessels and floathomes in the Harbour will ensure that all users of the Harbour can enjoy a cleaner environment."
"This initiative is part of the Government of Canada's ongoing efforts to improve the environmental quality of the harbour," said Mr. Collenette. "These efforts support sustainable development by further reducing water pollution in this important urban harbour."
A copy of the notice of the proposed prohibition of sewage discharge from vessels in Victoria Harbour was issued to the users of the harbour inviting comments. The comment period concluded March 28, 2003 and the ban is now in effect. A public information meeting was also held in Victoria on March 18 to allow for additional comment.
Vessels with on-board sewage treatment plants may qualify for specific exemptions. An information bulletin outlining the requirements is available from the Harbour Master.
Transport Canada is implementing one of the most comprehensive environmental programs of any harbour in Canada. Transport Canada has spent over to $2 million over the last few years to clean up properties in Victoria Harbour and ensure they meet the appropriate environmental standards. Since 1997, over 75 environmental studies and projects totaling over $8 million have been completed in the harbour, or are currently underway.
