This is attributed to a further decline in net foreign debt combined with a gain in national wealth. Annually, national wealth advanced 4.9% - 7.1% if the increase in the value of natural resources is included. However, companies hired far fewer workers in the 1990s. As a result, a worker's chances of finding a new job in the event of a layoff fell markedly.
