For immediate release GATINEAU, QUEBEC, September 30, 2004 -- A discussion paper on "smart buying" was released today and the public is being invited to provide input on the future of government procurement. The Honourable Scott Brison, Minister of Public Works and Government Services Canada (PWGSC) congratulated his Parliamentary Secretary, the Honourable Walt Lastewka, for his landmark report. "PWGSC is exploring a number of ways to deliver better and faster service at a reduced cost," said Minister Brison. "One key strategy is to improve the procurement process for the goods and services bought by government. In fact, initial research already suggests that the department could save about 10% on the $10 billion it purchases each year. Smarter buying should make a huge contribution to the efficiency of government." Mr. Lastewka is a former senior auto executive possessing years of experience in purchasing and supplier management. He was asked by Prime Minister Paul Martin on December 12, 2003, to conduct the procurement study. Since then Mr. Lastewka has been working with a Task Force on the most comprehensive review of procurement in more than 40 years and has consulted widely while gathering extensive data from within government, the private sector, academia and other jurisdictions. "From our research, we know that across the federal government, procurement is done well, but there are many areas where we could do better," said Mr. Lastewka. "Our report provides a basis for the consultations with stakeholders that will help us achieve the best procurement system possible." The public is being invited to consult the Smart Buying discussion paper, and provide input on the future of government procurement before Friday, November 5, 2004. The discussion paper and comment form are available at www.pwgsc.gc.ca/prtf. The proposals are aimed at developing a simpler and more consolidated procurement system while increasing transparency, accountability and fiscal responsibility. "I look forward to feedback from the public on how we should move forward," said Minister Brison. "Our goal is to improve the business of government and to respect the interests of Canadian taxpayers." The Buy Smarter initiative is part of a three-point strategy recently announced by Minister Brison to provide a more effective government while enhancing services.
