NEW INTERNATIONAL AIR CARGO TRANSSHIPMENT PROGRAM FOR WINNIPEG INTERNATIONAL AIRPORT

News Release

No. H051/04 For release September 27, 2004 OTTAWA - Transport Minister Jean-C. Lapierre today launched an international air cargo transshipment program at Winnipeg International Airport. The new program simplifies air carrier access to Winnipeg for air cargo transshipment and provides an additional incentive for use of the cargo facilities at the airport. "This new transshipment program should benefit the Winnipeg community and provide additional operating flexibility for Canadian and foreign air carriers," said Mr. Lapierre. "The new program could result in increased traffic at the airport and will also complement other initiatives being developed by Winnipeg International Airport." Transshipment allows air cargo destined for points other than Canada to be moved through Canada for shipment on to a third country. For example, cargo could be flown from the United States into Winnipeg, stored temporarily, and then flown on to a final European destination. Cargo could also arrive from overseas and then be shipped by rail or road from Winnipeg on to the United States. "Winnipeg Airports Authority Inc. (WAA) commends the new Minister of Transport on recognizing this announcement's potentially beneficial impact on our community," said Barry Rempel, president and CEO of WAA. "The cargo transshipment program is a key component of our strategic direction to lead transportation innovation and growth and will further enable economic opportunity." Canadian and foreign air carriers will now be able to use Winnipeg International Airport to transship international cargo, even if these rights are not provided in Canada's bilateral air transport agreements. In addition, air carriers will be able to combine such cargo shipments with other services, such as passenger flights, for shipments to and from third countries for which they may be licensed. The new program enables the Canadian Transportation Agency to authorize any Canadian or foreign air carrier to use Winnipeg International Airport as a transshipment point for cargo coming from and destined for points outside Canada. While in Winnipeg, the cargo may also be stored until it is transported to its final destination by air or other mode. Identical transshipment programs were introduced at Mirabel (1982), Hamilton (1987), Windsor (1993), and Gander (2000) and have proven successful. - 30 - Contact: Irène Marcheterre Director of Communications Office of the Minister, Ottawa (613) 991-0700 Transport Canada is online at www.tc.gc.ca.
