APPOINTMENT OF DR. JIM YOUNG, SENIOR ADVISOR, EMERGENCY MANAGEMENT

OTTAWA, December 7, 2004 -- The Honourable Anne McLellan, Deputy Prime Minister and Minister of Public Safety and Emergency Preparedness (PSEPC), today announced that Dr. Jim Young will be joining PSEPC effective January 31, 2005 as senior advisor to the Deputy Minister. Dr. Young will be a senior advisor on emergency management for the department and portfolio as well as other government departments. His practical experience and knowledge of the provincial emergency environment will make him a valuable addition to the PSEPC team at a time when the department is delivering on the government's commitments under the National Security Policy to create a seamless national emergency management system. Dr. Young has had a distinguished career as an Ontario public servant, as an academic and as a forensic practitioner. He was appointed Commissioner of Emergency Management to the Province of Ontario in April 2004 and before that had been Assistant Deputy Minister of Public Safety for the Ministry of Community Safety and Correctional Services. He played a pivotal role in supporting the Government of Ontario's management of the SARS outbreak and the 2003 power outage. He was an Associate Professor at the University of Toronto and Chief Coroner for the Province of Ontario. In his field of forensic medicine, he has reviewed cases and given expert advice throughout Canada, the United States and several countries including Israel, Japan and England. "Dr. Young's appointment is the latest in a series of measures taken by the Government of Canada to strengthen our emergency management capabilities. His very strong experience at the provincial level and internationally will complement expertise in my department and in the government as a whole," said Minister McLellan.
