About HRSDC | Our Offices | Programs & Services | A-Z Index December 20, 2004 FOR IMMEDIATE RELEASE OTTAWA, ONTARIO -The Honourable Joe Fontana, Minister of Labour and Housing, today announced the appointment of Mr. André Lecavalier as a part-time member (employer) of the Canada Industrial Relations Board. “Mr. Lecavalier's education and professional development make him an excellent candidate for the Canada Industrial Relations Board,” said Minister Fontana. “The Board will value his knowledge and outstanding experience in labour relations.” During his career, Mr. Lecavalier gained valuable experience in the field of labour relations. From 1990 to 2003, he was Vice-President, Human Resources, at Clarke Inc. in Toronto. In this capacity, he dealt with various aspects of human resources (labour relations, compensation and benefits, training, recruitment, health and security) related to 1,500 employees. During this period, Mr. Lecavalier also negotiated and administered several collective agreements across the country. A graduate from the Université de Montréal (Bachelor of Arts in Sciences - Major in Industrial Relations), Mr. Lecavalier started his career with the City of Dorval, Quebec where he was responsible for fire prevention and labour relations for the fire department's employees. The Canada Industrial Relations Board, which came into effect on January 1, 1999, is an independent representational, quasi-judicial tribunal whose mandate is to interpret and apply the provisions under Part I of the Canada Labour Code dealing with bargaining rights and unfair labour practices.
