January 24, 2005 OTTAWA – On behalf of Her Excellency the Right Honourable Adrienne Clarkson, Governor General of Canada, the Right Honourable Chief Justice of Canada, Beverley McLachlin, will present the Vanier Medal to the 2004 recipient of the Institute of Public Administration of Canada (IPAC) award in a ceremony at Rideau Hall on Wednesday, January 26, 2005, at 10:30 a.m. The 2004 recipient of the IPAC award is Guy Coulombe, a Quebec public servant who has served with great distinction at all three levels of government. Mr. Coulombe is currently the Mandatary with Pacte fiscal avec les municipalités, Ministère des Affaires municipales, du Sport et du Loisir du Québec. The Vanier Medal, named after former Governor General Georges P. Vanier, was established in 1962 to recognize outstanding Canadians who have made an exemplary contribution to the field of public administration in Canada, either at the federal, provincial or municipal level. The Vanier Medal is IPAC's highest honour.
